Weird UPS power supply issue

I hope someone can give some ideas as I am stumped.

I have one of the APC Back-UPS ES. It's a UPS and surge protector with 8
outlets and a power saving feature: 1 master socket (protected by the UPS)
and 3 non UPS sockets that, when the feature is enabled, cut power to
connected peripherals if the master socket drops below a certain draw. I
have two monitors and powered speakers connected on the slave sockets. When
I turn off the PC, power is cut to all peripherals. This has worked
flawlessly for a couple of years and I am sure has saved me a few quid.
Now with the power save enabled, one monitor will not power on, no matter
which slave socket it is connected to. The other monitor and sound system
power up fine whichever slave sockets they are on.

If I disable the slave power mode, everything including the problem monitor
powers on fine. If I plug said monitor into a mains socket, it powers
    on/off fine.

So I can not isolate the issue to just the UPS or just the monitor. So
don't understand what could be going or which device may be at fault.

    Any help appreciated.
