Weird backup issue

    I am setting up 10 iPads for a classroom and I wanted them all to be the
    same as the iPad named "Green", so I setup Green with all the apps in
    folders and setup restrictions to keep the kids for doing things like
    adding accounts, installing any applications, deleting apps, etc.

    Once the iPad was completely setup, I backed up (to iCloud and to the
    laptop) and then started restoring the iPads with that backup (starting
    with an iTunes restore, then trying a iCloud restore).

    None of the installed apps were installed.

    As far as I can tell, the setting for "Restrictions: Cannot install
    Apps" has prevented any applications from being restored. There are no
    apps on the device except for the Apple ones, even though it did ask for
    the iTunes Store account password during the restore.

    Anyone seen this?

    I'm leaving the iPad plugged in overnight on the off chance it decides
    to download the apps after all, but so far, zero indication.
