Do you really mean VPN or Peer to Peer networking

Can't see how XP Home has the ability to host a VPN service - normally the
    domain of Server 200x etc.

    Probaly wrong but ------

Are these 2 PCs on the same LAN already or are you starting from scratch?
This topic is covered ad infinitum on the web. Google will have all the
    answers.

IP Cop will do it. But you'll need 2 extra computers. One for each site.
(dont have to be anything flash)

Make sure that both networks have different Network ID's. Know what I'm
talking about? If not, you're not looking for a VPN

Once you're VPN is up you should be able to ping 192.168.2.x from your ip
    being 192.168.1.x

Do you mean, between over the internet ?

It depends a lot on your routers too. Some cant handle it, some can.

    Some have 'vpn passthrough'
    others have vpn end points.

So map out the support you have

Does XP home have VPN server ? client ?

    What about each router ?

The best way is to avoid windows and use routers that have vpn server and
    client.
