A friend of mine is an amateur military historian and uses US military sites
a lot. Until recently he was able to log into all of the US Army
sites but "something happened" and he can no longer do so.

Other US sites such as Navy and Air Force are unaffected.

The URLs he has given me I can log into without any problem on
several other computers but I cannot do so on his. Everything
else appears to be working normally and I have checked and varied his
    security settings without success.

Any clues as to where to go from here? I do not want to re-format unless
    absolutely necessary.

Contact FBI? Sounds like he has been barred?

Have you tried to log on using his connection?

it might help if he deletes cookies & clears cache (if using IE just go to
Tools, options, general), i know its an old one but often helps. I had a
similair problem with a music site i use alot but fixed once i cleared
cookies, the cookies most likely told the site i was logging on/browsing
alot & site may have banned me based on thinking i was trying to hack the
site. He could be unlucky if they've actually banned his ip address, in that
case a quick email to admin explaining why he is on the site so much & that
hes not a hacker could help.
