I realize that file synchronisation is OT in this group. Any people here who
might direct me to appropriate groups or forums where I can put my questions
    on this topic?

It's not OT as long as it's one of Windows features.

    Otherwise, try this first:
    alt.comp.freeware

    Then these:
    alt.comp.os.windows-8
    alt.os.windows-xp
    alt.windows7.general
    alt.windows-xp

    My question:
I'm using SecondCopy 7. Synchronisation of files also covers synchronisation
    of deletes.
Now when SC7 encounters a situation where a certain file on computer A is
missing on computer B, how can it distinguish between: the file must be
copied to B, or the file must be deleted from A?
