To tell the truth, I almost never do :redface. If I'm writing in C++, I usually have just two comments, my name and the date I wrote it. When doing HTML/XHTML/CSS, I don't comment at all. My pages aren't exactly huge (the only ones that require a scrollbar are my reviews and articles, and that's just because they are reviews and articles), so I wouldn't imagine it would be too hard to try and decipher what something's supposed to do. Plus I format the text very nicely so it's easy to debug.

I usually do when a write a .css file, that way later on I can remember what that call was for. And I do in a big XHTML document too.
