Good vs bad hard drive difference. Help!

    I am looking at an ancient 90mb microscience hard drive(s).

    On startup of the the good hard drive the heads move around and go from park to edge of platter when spinned up and when the controller is turned on.

    On startup of bad hard drive the heads move around then go to edge of platter but go to park/rest position when when controller turns on.

    Could this just be a bad pcb? I want to read the data off the platter on the bad hard drive. However it has 7 heads and I don't think it's an easy thing to do.
