Alright, I got Apache working on Windows and Debian. I'm planning on buying a new computer to put in my room. I'll be running Debian. I want to register a domain name to my IP address.

What do I need to do, where should I go, and how much will it cost me?

You need to have a static IP if you want a site that is up all the time. I think all you have to do is once you register your domain name (godaddy.com has good prices) you can go into their CP and put in your IP address. I did this for play when I had a static IP with my previous ISP.
