Sorry to reply even though you got the wrong group.... This guy was reading
a newspaper for heavens sakes! He may have seen an interesting article about
something and glanced at it for a good few seconds and as I'm sure anyone
unfortunate to end up in an accident is aware a few seconds is all it really
    takes.

You aren't driving safely unless you have two hands on the steering wheel
and two eyes on the road ahead. Especially when on a motorway.

tHatDudeUK left a note on my windscreen which said:
How do you change gear or check your speed?

With your left hand and left foot usually in RHD cars and glancing down a
small amount off the road to the speedo in front of you.

Isn't that what the cut-outs in page 3 are for?

So you aren't driving safely when you change gear or check your speed
    then.

But that's a routine thing and only takes a second. Laying back and reading
the paper or holding a mobile phone and having a conversation is a different
matter as I'm sure you'll find out when they introduce fines and you get
    caught holding a mobile :)

I was responding to the line of, "Unless you are driving with two hands

I know the original link is re: newspaper reading but this quote isn't.
Sorry - I'm just in a picky mood ATM.
