Windows XP fax console set-up

I have a Lexmark X3430 that has a built in fax program and I know XP has it's own. I tried to install and set up XP's fax program and thought I had done everything it said right. When I try to send a fax everything seems to go ok till it starts to dial. I keep getting "no dial tone or phone line in use" message. I have a Intel PRO/100 VE card (Intel 537EP V9xDF PCI Modem).I never used this before ,usually fax stuff from work but now I'm need it more and more at home.I have At&t phone with DSL. If you need anymore info let me know.I don't even hear it when it's supposed to be dialing.

Intel doesn't make modems the last time I checked-are you sure you have a modem and not just a 10/100 mbit network card?

And, assuming you do have a fax modem, is it plugged into the phone line?
