Artifacting that goes away when you turn up the fan usually means overheating. That this happened with the VGA cable and not the DVI suggests that former cable and/or the converter are faulty.

Right, its just that why when I turned the fan up when I had the vga and dvi converter did the artifacting nearly go away? (it was enough that I couldn't see it unless I was trying really hard and looking really close to the monitor)

It's possible a short in the cable/converter was causing the card to overheat, creating artifacts that went away when you cranked up the fan and brought the temperature back down. Did you get temp readings from the card when this was happening, perchance?

60c at idle, and right now with the dvi cable its 55c. I have been looking online to see what are normal temps for a 3870 and its saying ~60 or at least thats what everyone else is reporting that they are getting.
