Problems opening Display Panel and other Control Panel stuff

Problems opening Display Panel and other Control Panel stuff

Like the title says, I cannot open my display panel. My computer will be busy for a while, as if it's opening it, but then it will not open. This problem occurs also when I try to open System Properties, and many other Control Panel stuff. Now my screen is stuck at 800/600, 60Hz and I'm going blind. Help!

I had some trouble with incompatible RAM, but mistakenly thought it was a problem with my graphics card, so I took the graphics card out. When I realised it was the RAM, I smacked my head and put the graphics card back. Then all these happened. The OS is XP Home.

Ok, boot in Safe Mode, then go to Add / Remove, remove anything that deals with any type of video devices. Then go to Device Manager and remove your video card. Reboot in Normal Mode, install the proper drivers. See if that helps at all.

I cannot even open the Add/Remove Programs thing. And I cannot remove my video card. It says that it is needed to boot. ****... this is all screwed.

Oh yea, I forgot to mention, some of the programs that started with Windows have to be opened manually now, like MSN Messenger 6.1. Also, I tried opening every Control Panel Applet, and found out that nearly everything could not be opened, except Administrative Tools, Fonts, Network Connections, Printers and Faxes, Scanners and Cameras, Scheduled Tasks, and Taskbar And Start Menu. A huge chunk of the Control Panel cannot be opened.
