hey guys can anyone please tell me if there is any way I can make a small pic and blow it up by keeping the quality of the photo. I have some old pic. that where on my disk but thire to small so I wanna blow them up and keep the quality.

Try scanning the photo at high DPI. This should keep the quality of the image.

that might work, but the general rule of thumb is - reduce size=increase quality, increase size=loose quality, i doubt very much if you can keep any kind of quality when blowing up a small image

No. You're not going to be able to pull it off with a digital picture. Sometimes if you have a photo thats very small you can transfer it to semi-transparent film and shine it through a lens and blow it up. If I remember my photography class from high school correctly thats how shops blow up pictures that people bring in to make those big photos.
