need some photoshop help

well i decided to cross over from PSP9 onto photoshop because i began to realize how limited PSP9 was.

anywho, i was trying out some stuff through tutorials and i got stuck on trying to make something look "glassy".

can someone explain step 5 to me please? i don't understand what just happened there. i tried what it said and i still have a flat red circle. i made a new layer and applied the white to transparent gradient overlay but i don't see anything remotely close to the glass reflection.

i have searched for different ways but that involved messing with a lot of stuff in emboss.
