I have a bunch of photos on my iphone 4s.

What is the best way to share them with others?
What is the best way to print them out?

I'm really surprised that Apple hasn't set it up to
automatically upload the photos to the stream, then
give you the option to 1. share them with friends
2. print them out.

Also how do I upload photos to the stream?
I have a bunch of photos in the stream,
(72 on the camera, 58 on the stream).
How do I get the remainder of the photos on
the stream?

Dropbox is an easy way. Maybe the easiest.

Flickr for sharing or instagram social sharing with apps or you do any
of the following from within the camera roll:-
Email, iMessage, Tweet or Print (see below).

You can print with an airprint enabled printer, its one of the options
you have apart from sharing via email.

Upload to stream is fully automatic although after 30 days I think they
get removed, assumes you have downloaded to your Mac in that time.
