I put in my request Friday 04/20/2012.
The only requirements are that a customer's account must be in good
standing, their device cannot be associated with a current and active
term commitment on an AT&T customer account.
My term is only a little over a year old so has a while to go. I sold my
iPhone 4 that is the device still under contract and bought a iPhone 4s
on eBay.
Not knowing if my eBayed 4S was under a contract or not I applied for
the unlock. I got the E-mail about 6:30pm 04/23/2012. My iPhone is now
unlocked and works with my T-Mobile sim I cut down with a sim cutter.
ATT/Apple has changed the program several times. The part saying "they
need to have fulfilled their contract term, upgraded under one of our
upgrade policies or paid an early termination fee" did not apply to me.
Copy of E-mail follows with numbers stared out.
