DVD capacity

I have been doing alot of digital photos as of late (its amazing how few pics you can get on a card when at full resolution and doinf jpeg and tiff all at once, 8 mp). The one thing I havent seen is why can I not get more than 4.4 gb of data onto a 4.7 gb disk? is there really 300mb of data in the index file (or whatever it is called)?

This happens with HDD Drives as well, I'm not completely sure why this happens, but I do think this is normal

For hard drives its the 1000 to 1024 bit convertion. HDD companies just round off of the extra bites. (I hope I dont have it mixed matched) and use the 1000 byte format. As for DvDs Im not that sure, I do know the sell them at the proper size as compaired to hdds. The TOC (Table of Contents) could be that large, but I have high doubts that it would be.

For the size confusion, we're used to data amounts being counted according to the binary (base 2) numbering system. When DVD was standardized they decided to count the storage in decimals (base 10). DVD with 4.7GB capacity holds 4.39GB in the traditional, PC terms.
