What are you system specs and when does this error occur?

COMDLG.DLL is what allows Windows to display dialog boxes and other interface controls. Did you run a system cleanup utility that deleted it?
Also are you on Windows XP?

Click Start, then Run and enter in the dialog box
C:\>regsvr32 "C:\Windows\system32\COMDLG.DLL"
Then hit 'Enter' and see if that helps out at all.

Unfortunately, you may need to reinstall Windows. Its a pretty major problem you're having. Do you have your Windows disks?

I'm a little rusty on Windows 98 reinstalls. Before you begin I suggest making a FULL backup because after you're finished reinstalling your computer will be back to a factory state-there won't be anything but Windows on your computer (all your files will be gone).
Before you begin I suggest locating all the driver disks that came with your computer (depending on who manufactured your computer they may be all on one disk, or on many). Locating your drivers before you reinstall will save you a lot of time and hassle.
1) Place the Windows 98SE disk in your computers CD-ROM
2) Open the CD through My Computer
3) Double click setup.exe
4) Follow the on-screen prompts to reinstall Windows 98SE
