ATI Catalyst 5.9 upgrade?

well i downloaded the recent ATI catalyst upgrade and when i install everything, the control panel doesnt open or anything. it says

CLI.EXE - Application Error
The application failed to initialize properly (0x0000135). Click on OK to terminate the application.

is this supposed to happen?

No, I don't think that's supposed to happen. I would try doing a clean install of the drivers and control center. You can get an uninstaller utility that removes all ATI files from your system Here.
